- Receives sound environmental planning prior to the start of development
- Receives adequate public input
- Assigns a high priority to environmental protection during all phases
- Minimizes environmental disturbances under the premise that prevention is more   effective than remediation
- Complies with regulatory requirements for rehabilitation of disturbed sites to their   former conditions or to a standard applicable to some other acceptable use
